I am surprised Feasta has not taken this up. The key problem area is public transport in Dublin. We need a bus route system with frequency and reliability similar to Feasta, in a mesh-like layout, interfacing with Luas and Dart and mainline at all possible points, such as to give total random-access mobility.
I outlined an approach to this in a paper for the Irish Planning Institute in 1991, and I give it here:

in the hopes that someone will take up this principle, update it and run with it, before Dublin grinds to a halt. The key concept is easy interconnectedness, and all routes being cross-city.
